How To Become A Housing Choice Voucher (HCV) Landlord

Landlords interested in the Housing Choice Voucher (HCV) program can provide affordable housing to eligible tenants and receive consistent rental payments. Here’s how to get involved:

  1. Contact Your Local Public Housing Authority (PHA): Reach out to your PHA to learn about the specific requirements and procedures in your area. They can also help you list your available rental units on local platforms. Find your PHA’s contact information at: https://www.hud.gov/program_offices/public_indian_housing/pha/contacts
  2. Choose a Tenant: The PHA will provide you with a list of eligible voucher holders. Select a tenant based on your own criteria and complete the Request for Tenancy Approval form. The PHA will ensure the proposed rent aligns with market rates for similar properties.
  3. Ensure Your Property Meets Housing Quality Standards: An inspector will assess your property to ensure it meets the 13 Housing Quality Standards (HQS) performance requirements, including safety, sanitation, and functionality. These standards must be maintained throughout the tenancy to continue receiving assistance.
  4. Sign Lease and HAP Contract, Receive Payments: After signing a lease with the tenant and submitting it to your PHA, you’ll receive a Housing Assistance Payments (HAP) contract from the PHA. Once executed, you’ll receive monthly HAPs directly from the PHA, with the tenant paying the remaining portion of the rent.
